RCN Social Affairs and Labor Unit is looking for a:
Staff / Legal Officer

The Social Affairs and Labor [Sociale Zaken en Werkgelegenheid, hereafter referred to as SZW] unit, managed directly from the Ministry of Social Affairs and Employment [Ministerie van Sociale Zaken en Werkgelegenheid] in the European Netherlands, implements social security for the Caribbean Netherlands.
Under the leadership of the Unit Head it is responsible for the implementation of the Wet Algemene Ouderdomsverzekering [AOV; General Retirement Insurance Act], Onderstand [income support], Algemene weduwen- en wezenwet [AWW; Widows and Orphans Act General Insurance], Child Benefit, Labor Inspection, Labor Affairs, Loss of Earnings and the granting of Work Permits.
In this combined post you and your colleague Staff / Legal Officer will support the SZW Unit Head and their deputy. You are the expert on the subject matter regarding various (legal) affairs. You will handle notices of objection and you will advise management on legal aspects and issues. Furthermore, you will be responsible for the collection and processing of information for reports.
Duties and responsibilities:
acting as an expert on subject matter regarding legal affairs;
(further) acquiring and disseminating legal knowledge of the laws and regulations which are to be implemented by SZW-CN (amongst others for the purpose of objection cases;
advising unit management on legal aspects and issues in the context of the laws and regulations which are to be implemented;
contributing, based on the existing legal knowledge and the knowledge of CN practice, to policy rules and work instructions which are to be drafted or amended by the Ministry of SZW, maintaining contacts with the ministry in The Hague to exchange information and to confer and with the SZW-CN staff to obtain the required input about practical (day-to-day) application aspects;
being responsible for the transfer of knowledge to and advising, counselling and supporting staff regarding legal aspects in the performance of activities;
supporting unit management in content-related matters;
coordinating the creation of management and triannual reports, indicating within the unit which information is required for these reports and the applicable time limits, inspecting the data which was provided on quality and completeness and the drafting (also in terms of content) of the reports;
proactively monitoring relevant developments in the SZW-CN’s professional area and communicating matters to the unit management team, which are relevant to its members and providing advise thereon to the members;
HBO [higher vocational education] level of working and thinking, preferably in the social/legal area;
knowledge of the social insurance laws and regulations of the European Netherlands and of the differences from and connections with those applicable on the BES islands;
an understanding of the context in which SZW-CN operates;
a command of Dutch and preferably also of English, Spanish and Papiamentu, both verbally and in writing.
Ability to organise
Initial salary scale 9: minimum $ 2,403.00 to maximum $ 3,268.00
Job salary scale 10: minimum $ 2,765.00 to maximum $ 3,660.00
The salary will be determined depending on training and experience.
Temporary appointment for a period of one year with the possibility of a permanent contract in case of good performance.
One is required to be able to submit a Certificate of Good Conduct [Verklaring Omtrent het Gedrag, VOG] and a positive result of the medical examination, and as such this is part of the selection procedure.
